` GLOSSARY BALLAST - Crushed rock or gravel, used in railroad beds~to provide ground stability for laying ties and tracks. BERM - A longitudinal mound of earth used to deflect water; a narrow ledge or shelf. CULVERT - Any structure not classified as a bridge which provides an opening under any roadway. PRISM - As applied to canals, the entire area encompassing the sides which are parallelogram. TRESTLE - A braced framework of timbers, piles or steelwork for carrying a railroad over a depression. Narrative
The Erie Railroad uses this line from Middletown to one-half mile west of Fair Oaks as a Brake Line. The portion from Cornwall to Middletown is in good condition and could be utilized for recreational purposes.
The expansion of Stuart Air Force Base may find a perimeter road use of the easterly portion of this R.O.W., which parallels the Stuart perimeter.

C. General Conditions Generally in good condition, becoming overgrown or reclaimed edict by the adjoining areas
D. Structures All track, ties, ballast and signals including poles have been removed over the entire length. Some primary structures such as culverts remain. All inoperative trestles and/or bridges have been removed or sold to private owners.
E. Indication of Ownership Some private ownership is prevalent from field inspection. See Sales list for detail.
F. Nature of Terrain Generally flat valley floor in Orange County. The Ulster County portion generally follows the westerly toe of the Shawangunk Mountain Range.
G. General Land Use In Orange County and lower Ulster use is mixed camp, farm and strip development. In Ulster County, north of Ellenville development is to farm or undeveloped except for small patches at station or stop areas.
H. Recreational Possibilities For the Orange County portion see report #2-503. For the Ulster County portion see Narrative below.
I. Existing Transportation Facilities New York State Touring Route 209. The portion of this Right of Way in Orange County perhaps should be preserved historically. The portion in Ulster County is under consideration for the reconstruction of Route 209; P.I. No. 8425. some abandoned ROW has been taken by the State north of Hurley for the construction of the Kingston By-Pass (Route 208).

Narrative
A portion of this R.O.W. could be preserved in connection with ` the "D&H" Canal as a larger historic park. (The "D. & H." Canal in Ulster County is being preserved by the County Historic Society). This writer-believes the area involved in Orange County north of Port Jervis at the Junction of the "D. & H." Canal, the "N.Y., O. &W;" Railroad and the "Neversink" River could be restored as a historic park including old Route 209. The area of historic significance relative to the New York, New Jersey border was the Huguenot to Cuddebeckville section in the Town of Deerpark.

I. Existing Transportation Facilities Close proximity to portions of the Saw Mill River Parkway, the Taconic State Parkway and Routes 9A, 100, 202, 118, 6 and 6N.
Narrative
The southerly portion of this R.O.W. from Eastview to the Mahopac Falls Junction has been acquired by Department of Transportation, Hawthorne-Mahopac, Pt. 1, Maps l through 25, and Hawthorne-Mahopac, Pt. 2, Mao 1. The southerly portion from Eastview to Hawthorne is being transferred to the T.S.P.C., Map 15 T for the Saw Mill River Parkway. The portion from the Hawthorne interchange to Millwood has been utilized in the reconstruction of Route 100.

C. General Conditions Beginning to show light overgrowth but passable by car except for missing bridges and some partial washouts. Bed a generally solid.

Narrative
The northerly portion of this R.O.W. is extremely rough and most of the bridges and overpasses have been removed, resulting in extensive cost to utilize other than small portions or short trails. There are no highways in close proximity traveling in a northwest-southeast direction which could use this route.

Narrative
Most, if not all, of this Right of Way in Columbia County has been sold off to private owners, and is being used for farm drives in part and reclaimed in part. The stations have been put to private use, generally for commercial enterprise. Several miles near Old Chatham are being used jointly for a power line, Rights of Way, and for a riding trail by area people at the discretion of private owners.

NARRATIVE:
The portion from the state line to Pine Island and part of the Pochuch Spur have been sold off to private owners. The balance from Pine Island to Route 17M at Goshen could be utilized for recreational purposes at very little expense. With the construction of an underpass for Route l7M, this route hooks directly to the Goshen-Campbell Hall Route which in turn ties directly to the New York, Ontario and Western Main Line at Campbell Hall.

Narrative
This route was recently abandoned due to a derailment just south of Campbell Hall. The derailment tore out several hundred feet of track which was never replaced or repaired. The tracks have been removed at some grade crossings and paved over. This route connects to the Montgomery branch at Campbell Hall. The Montgomery branch appears toe be used very little if at all.
No out sales were found in the Orange County Clerk's office which could be identified with this abandoned right of way.

C. General Conditions Completely overgrown but remaining intact in Orange County. The Rockland County end is completely obliterated.
D. Structures Believe all track, ties and poles removed. Unable to locate in some areas.

G. General Land Use Mostly within the Sterling Forest Development area.
H. Recreational Possibilities None recommended.
I. Existing Transportation Facilities None in close proximity.
Narrative:
STERLING MOUNTAIN RAILROAD ORANGE AND ROCKLAND COUNTIES
Suggest the Sterling Forest Development Corporation under the parent corporation called City Investment Corporation be contacted if any plans are made to utilize any of this abandoned railroad. A diligent search of the Grantor Indexes against the Sterling Mountain Railroad has been made in Orange and Rockland Counties. No out sales were found. The Orange County records have many sales from the Sterling Iron and Railway Company, Inc. which carry reservations for the Sterling Mountain Railroad Right of. Way. The County of Orange acquired an easement from the Sterling Mountain Railroad dated July 5, 1961, Recorded July 20, 1962, Liber 1620 at Page 1161 which contained a reservation to the railroad indicating the county would regrade its highway if the railroad were to begin operation.

This entire rights of way has been purchased by the County of Columbia with the exception of the Freight House and grounds at Old Lane in the Town of Claverack. The County plans partial use for highway improvement and some riding trails.

Narrative
Nearly all this right of way has been sold off to private owners and has been reclaimed to farm land or is being used as farm driveways. All remaining real property rights, title and interest whatsoever has been transferred to the Penn Central Company by Court Order dated 12/31/68 and recorded in the Dutchess County Clerk's office at Liber 1263, Page 362. There are no out sales recorded from the Penn Central System involving any remaining right of way of the former Poughkeepsie and Eastern.

This railroad is not officially abandoned, however, the line has been discontinued and the signals removed from Union Road in the Village of Spring Valley to its termini in Thiells. The right of way has excellent potential as an alternate for the relocation of Route 450

NARRATIVE
This portion has not been officially abandoned, but it is no longer in operation. A 1.3 mile spur leads to the Rockland State Hospital, and is state owned. The State has let a contract for the removal of tracks and ties from the spur.
