` GLOSSARY BALLAST - Crushed rock or gravel, used in railroad beds~to provide ground stability for laying ties and tracks. BERM - A longitudinal mound of earth used to deflect water; a narrow ledge or shelf. CULVERT - Any structure not classified as a bridge which provides an opening under any roadway. PRISM - As applied to canals, the entire area encompassing the sides which are parallelogram. TRESTLE - A braced framework of timbers, piles or steelwork for carrying a railroad over a depression. I. Existing Transportation Facilities None

Narrative

The Erie Railroad uses this line from Middletown to one-half mile west of Fair Oaks as a Brake Line. The portion from Cornwall to Middletown is in good condition and could be utilized for recreational purposes.

The expansion of Stuart Air Force Base may find a perimeter road use of the easterly portion of this R.O.W., which parallels the Stuart perimeter.


New York, Ontario and Western

Termini: Kingston to Port Jervis (In two segments) Location Map Code: 8-2

A. Approximate length 39 miles

B. Approximate width 66'

C. General Conditions Generally in good condition, becoming overgrown or reclaimed edict by the adjoining areas

D. Structures All track, ties, ballast and signals including poles have been removed over the entire length. Some primary structures such as culverts remain. All inoperative trestles and/or bridges have been removed or sold to private owners.

E. Indication of Ownership Some private ownership is prevalent from field inspection. See Sales list for detail.

F. Nature of Terrain Generally flat valley floor in Orange County. The Ulster County portion generally follows the westerly toe of the Shawangunk Mountain Range.

G. General Land Use In Orange County and lower Ulster use is mixed camp, farm and strip development. In Ulster County, north of Ellenville development is to farm or undeveloped except for small patches at station or stop areas.

H. Recreational Possibilities For the Orange County portion see report #2-503. For the Ulster County portion see Narrative below.

I. Existing Transportation Facilities New York State Touring Route 209. The portion of this Right of Way in Orange County perhaps should be preserved historically. The portion in Ulster County is under consideration for the reconstruction of Route 209; P.I. No. 8425. some abandoned ROW has been taken by the State north of Hurley for the construction of the Kingston By-Pass (Route 208).

Narrative

A portion of this R.O.W. could be preserved in connection with ` the "D&H" Canal as a larger historic park. (The "D. & H." Canal in Ulster County is being preserved by the County Historic Society). This writer-believes the area involved in Orange County north of Port Jervis at the Junction of the "D. & H." Canal, the "N.Y., O. &W;" Railroad and the "Neversink" River could be restored as a historic park including old Route 209. The area of historic significance relative to the New York, New Jersey border was the Huguenot to Cuddebeckville section in the Town of Deerpark.


Penn Central (Putnam Division)

Termini: Bronx to Mahopac (Eastview in Westchester County to Carmel in Putnam County) Location Map Code: 8-4

C. General Conditions Beginning to show light overgrowth but mostly passable by car. Bed in excellent condition.

D. Structures All track, most ties, ballast and poles removed. All large trestles and overpasses removed. Stations and Freight houses removed or sold off.

E. Indication of Ownership Some private use in and around Carmel and Mahopac (see Narrative below).

F. Nature of Terrain Generally flat or valley floor on the southerly portion becoming rough and hilly from Yorktown Heights north.

G. General Land Use Industrial on the south becoming suburban and rural near the northern end.

H. Recreational Possibilities Some trail sports might be programmed over portions with in depth study by Planning.

I. Existing Transportation Facilities Close proximity to portions of the Saw Mill River Parkway, the Taconic State Parkway and Routes 9A, 100, 202, 118, 6 and 6N.

Narrative

The southerly portion of this R.O.W. from Eastview to the Mahopac Falls Junction has been acquired by Department of Transportation, Hawthorne-Mahopac, Pt. 1, Maps l through 25, and Hawthorne-Mahopac, Pt. 2, Mao 1. The southerly portion from Eastview to Hawthorne is being transferred to the T.S.P.C., Map 15 T for the Saw Mill River Parkway. The portion from the Hawthorne interchange to Millwood has been utilized in the reconstruction of Route 100.


Penn Central

Termini: Goldens Bridge to Mahopac Falls Location Map Code: 8-5

A. Approximate length 7 miles

B. Approximate width 66'

C. General Conditions Beginning to show light overgrowth but passable by car except for missing bridges and some partial washouts. Bed a generally solid.

D. Structures All track, ties, ballast and poles removed. All large bridges and overpasses removed. Station and freight houses sold off or removed.

E. Indication of Ownership Some areas being used by adjoining owners

F. Nature of Terrain Generally rough, hilly and wooded

G. General Land Use Mostly undeveloped, or rural

H. Recreational Possibilities Some portions could be utilized for trail sports; however, missing bridges would hamper full use.

I. Transportation Facilities None in close proximity

Narrative

The northerly portion of this R.O.W. is extremely rough and most of the bridges and overpasses have been removed, resulting in extensive cost to utilize other than small portions or short trails. There are no highways in close proximity traveling in a northwest-southeast direction which could use this route.


Rutland

Termini: Chatham to Columbia Rensselaer County Line, North of Lebanon Springs Location Map Code: 8-6

C. General Conditions Becoming overgrown in areas, road bed in sound condition generally.

D. Structures All track, ties, ballast, poles, bridges and structures have been removed or sold off to private owners.

F. Nature of Terrain Mostly flat from Chatham north then mountainous to the County Line.

I. Existing Transportation Facilities Northerly portion parallels Route 20 and Route 22

Narrative

Most, if not all, of this Right of Way in Columbia County has been sold off to private owners, and is being used for farm drives in part and reclaimed in part. The stations have been put to private use, generally for commercial enterprise. Several miles near Old Chatham are being used jointly for a power line, Rights of Way, and for a riding trail by area people at the discretion of private owners.

C. General Conditions Becoming somewhat overgrown, reclaimed by adjoining owners or used in places as farm drives. Bed has been opened in many places to discourage through traffic.

D. Structures All track, ties, ballast and most bridges have been removed. Stations and freight houses sold separately from Right of Way.

E. Indication of Ownership Most farms have refenced to include R.O.W.

F. Nature of Terrain: Flat

G. General Land Use Dairy and crop farm land

H. Recreational Possibilities Motor Scooter and snow mobile trails

I. Existing Transportation Facilities None in close proximity.

NARRATIVE:

The portion from the state line to Pine Island and part of the Pochuch Spur have been sold off to private owners. The balance from Pine Island to Route 17M at Goshen could be utilized for recreational purposes at very little expense. With the construction of an underpass for Route l7M, this route hooks directly to the Goshen-Campbell Hall Route which in turn ties directly to the New York, Ontario and Western Main Line at Campbell Hall.

Erie Lackawanna Company

Termini: Goshen to Campbell Hall Location Map Code: 8-8

A. Approximate length 5 miles

B. Approximate width 66'

C. General Conditions Beginning to grow brush. Bed is in operating condition except for area of derailment near Campbell Hall which was never repaired.

D. Structures Some signals and signal wires have been removed. All else remains in tact.

E. Indication of Ownership No indication of private ownership found.

F. Nature of Terrain Flat, swampy in areas.

G. General Land Use Rural development, and farm lands.

H. Recreational Possibilities Some trail sports, such as motor scooter and Snowmobile runs.

I. Existing Transportation Facilities None in close proximity.

Narrative

This route was recently abandoned due to a derailment just south of Campbell Hall. The derailment tore out several hundred feet of track which was never replaced or repaired. The tracks have been removed at some grade crossings and paved over. This route connects to the Montgomery branch at Campbell Hall. The Montgomery branch appears toe be used very little if at all.

No out sales were found in the Orange County Clerk's office which could be identified with this abandoned right of way.


Sterling Mountain

Termini: Sloatsburg Junction, Rockland County to Sterling Iron Mine in Orange County Location Map Code: 8-9

A. Approximate length 8 miles

B. Approximate width 66'

C. General Conditions Completely overgrown but remaining intact in Orange County. The Rockland County end is completely obliterated.

D. Structures Believe all track, ties and poles removed. Unable to locate in some areas.

E. Indication of Ownership None found.

F. Nature of Terrain Mostly very rough and mountainous.

G. General Land Use Mostly within the Sterling Forest Development area.

H. Recreational Possibilities None recommended.

I. Existing Transportation Facilities None in close proximity.

Narrative:

STERLING MOUNTAIN RAILROAD ORANGE AND ROCKLAND COUNTIES

Suggest the Sterling Forest Development Corporation under the parent corporation called City Investment Corporation be contacted if any plans are made to utilize any of this abandoned railroad. A diligent search of the Grantor Indexes against the Sterling Mountain Railroad has been made in Orange and Rockland Counties. No out sales were found. The Orange County records have many sales from the Sterling Iron and Railway Company, Inc. which carry reservations for the Sterling Mountain Railroad Right of. Way. The County of Orange acquired an easement from the Sterling Mountain Railroad dated July 5, 1961, Recorded July 20, 1962, Liber 1620 at Page 1161 which contained a reservation to the railroad indicating the county would regrade its highway if the railroad were to begin operation.


Penn Central

Termini: Claverack to Ghent Location Map Code: 8-10

Narrative

This entire rights of way has been purchased by the County of Columbia with the exception of the Freight House and grounds at Old Lane in the Town of Claverack. The County plans partial use for highway improvement and some riding trails.

Narrative

Nearly all this right of way has been sold off to private owners and has been reclaimed to farm land or is being used as farm driveways. All remaining real property rights, title and interest whatsoever has been transferred to the Penn Central Company by Court Order dated 12/31/68 and recorded in the Dutchess County Clerk's office at Liber 1263, Page 362. There are no out sales recorded from the Penn Central System involving any remaining right of way of the former Poughkeepsie and Eastern.

Erie Lackawanna

Termini: Graham to Otisville to Howells Location Map Code: 8-17

C. General Conditions Becoming overgrown between Otisville and Howells. This bed is in good condition. The portion from the flats to Otisville is completely overgrown and in poor condition and difficult to follow.

F. Nature of Terrain Beginning in the flats of the Neversink then becoming rough mountain grade to Otisville. Mostly flat to hilly from Otisville to Howells.

NARRATIVE

Portions of this right of way are being considered for the reconstruction of Route 211 between Howells and Otisville, P.I. No. 8145.00, with the acquisition of a short link from private properties between Gunmard in the Town of Mount Hope and Godeffroy in the Town of Deerpark. This route could connect with the New York Ontario and Western System.

No out sales were found in the Orange County Clerk's office which could be identified with this right of way.

In 1938 the Hopewell Junction to Pine Plains section was abandoned and the connection with the New York Central 31.3

Hudson Division (Dutchess Junction to Wicopee Junctions was abandoned. 1.0

In 1938 the right of way from Millerton to State Line was abandoned 1.9

About 1950 the Harlem Crossing to Millerton right of way was abandoned. However the right of way from Beacon to 1.0 Hopewell Junction was retained and is operating today.

In 1869 Clove Branch Junction to Sylvan Lake built 4.3

In 1870 Sylvan Lake to Clove Valley was built 4.0

At some period in time this right of way was acquired by Dutchess and Columbia Railroad and operated by them. Abandonment date not yet established.

The Poughkeepsie and Eastern Railroad In 1870 the above railroad built a line from Poughkeepsie to Willowbrook 15.3

In 1871 built Willowbrook to McIntyre to Stissing 5.6 and had trackage rights over Dutchess and Columbia Railroad.

In 1871 built road from McIntyre to Stissing and Pine Plains to Boston Corners from Boston Corners to State Line, 21.0

In 1907 Control acquired by New Haven Railroad

In 1932 abandoned Boston Corners to State Line 6.4

Had trackage rights over Poughkeepsie and Eastern Railroad 6.4 to State Line

The Dutchess County Railroad built from Poughkeepsie to Hopewell Junction in the 1890's was acquired by the New Haven and is still operating.

A. Approximate length 10 miles.

B. Approximate width 66' varies.

C. General Condition The section from Mahopac Falls to Carmel is becoming over grown, but passable by car except for missing bridges and Some washouts. Bed is generally solid. Abandoned in 1969. The section from Carmel to Brewster was abandoned in 1972 and has one track remaining. D, Structures Mahopac Falls to Carmel - All track ties, ballast and poles removed. All large bridges and overpasses removed. Carmel- Brewster - All poles and signals removed. On set of tracks all bridges and overpasses remain intact.

E. Indication of Ownership Some encroachment by adjoining owners.

F. Nature of Terrain From Mahopac Falls to Carmel terrain is rough to mountainous. From Carmel to Brewster terrain is generally flat and open.

G. General Land Use From Mahopac to Carmel mostly undeveloped or rural N.Y.C. water shed area. From Carmel to Brewster mostly farms, with rapid residential and commercial development.

H. Recreational Possibilities Some trail sports, or nature walks. I, Transportation Facilities Could be used for the reconstruction of portions of Route 6.

D. Structures Signals only removed. Tracks have been removed at some crossings. All others remain.

F. Nature of Terrain Generally flat or gently rolling.

G. General Land Use Industrial in Spring Valley becoming residential proceeding north in veering stages from heavy to sparse development.

H. Recreational Possibilities All trail sports.

I. Transportation Facilities Excellent alternate for Route 45 relocation or Palisades Interstate Parkway to Garden State Parkway Connection.

NARRATIVE

This railroad is not officially abandoned, however, the line has been discontinued and the signals removed from Union Road in the Village of Spring Valley to its termini in Thiells. The right of way has excellent potential as an alternate for the relocation of Route 450

F. Nature of Terrain Generally flat or gently rolling.

G. General Land Use Generally Industrial, light to heavy with some residential and rural.

H. Recreational Possibilities Limited trail sports.

I. Transportation Facilities None in close proximity.

NARRATIVE

This portion has not been officially abandoned, but it is no longer in operation. A 1.3 mile spur leads to the Rockland State Hospital, and is state owned. The State has let a contract for the removal of tracks and ties from the spur.
