Yes, the name of the railroad is the Sackets Harbor & Ellisburgh, with an 'h'. That's how they spelled it at the time. That's what the railroad was called, and for reasons of historical accuracy, that's how we will refer to the town here. No doubt the 'h' got swept up and away by the Geographical Board's purging of "excess" letters in placenames.
